A. 
The Mayor is hereby authorized to effect street closings by regulations and to close streets or portions thereof to motor vehicle traffic if he shall find that a safety problem exists for ingress to and egress from any public or private school or for the provision of recreational facilities for children attending such school, or both, due to a lack of a suitable area surrounding such school; to close by regulation any portion of any street within the block upon which it is located to the use of through traffic during such time as he shall determine, not to exceed one hour between 7:30 a.m. and 10:00 a.m., two hours between 11:00 a.m. and 2:00 p.m. and one hour between 2:30 p.m. and 4:30 p.m. on any days during which such school is in session; to permit the use of such portions of such street during such hours for ingress and egress to and from such school and for use by the pupils of such school for recreational purposes under proper supervision, and to provide adequate police facilities for such supervision and for the control of traffic upon such portion of such street, upon the posting of adequate and proper warning signs indicating that such street is so closed and the purpose thereof, during the time when same is so closed, as provided in N.J.S.A. 40:67-16.7.
B. 
The Mayor is hereby authorized to effect street closings by regulations for such closings or portions thereof to motor vehicle traffic on any day or days or during specified hours whenever he finds that such closing is necessary for the preservation of the public safety, health and welfare, as provided for in N.J.S.A. 40:67-16.9 or in cases of emergencies set forth in Subsection C of this section.
C. 
Upon the declaration of an emergency for snowplowing, snow removal, street or sidewalk repair, tree removals, fires, public demonstrations, public celebrations and other hazards or emergencies, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Director of Public Safety, Fire Chief, Municipal Engineer, Director of Public Works, the Mayor, or in the absence of any of the foregoing, then the person who has been designated as being in charge in the respective department, is hereby authorized to declare an emergency and to direct the posting of such emergency no-parking signs when same dictate or require the avoidance of parking hazards or other conditions which interfere with the free flow of traffic or in order to preserve the public safety, health and welfare.

D. 
Notification that emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of such emergency no-parking signs.
E. 
The closing of streets and the regulations therefor provided for in Subsections A, B and C of this section shall not become effective unless and until the same shall first have been approved by the Commissioner of Transportation of the State Department of Transportation as required by N.J.S.A. 40:67-16.10.
F. 
Whenever an emergency is declared or proclaimed by the Mayor or adopted by a resolution of the Municipal Council by reason of heavy snowfall, extreme weather conditions, accidents, fires, street or highway repair or hazardous conditions or emergency conditions relating to safety or the welfare of the public, the Mayor or the Municipal Council by resolution may direct that the enforcement of the municipal parking ordinances shall be suspended during such designated emergency period or times for violations of parking ordinances or regulations on certain designated streets or locations in the Township of Irvington.

A. 
Upon declaration of an emergency by the Essex County Sheriff's Department Office of Emergency Management that an emergency exists, there shall be no parking on streets or sections of streets as set forth below. Said streets shall have signs posted, pursuant to law, that state "Emergency No Parking When Emergency Declared."
