A. 
Whenever the Township of Irvington, pursuant to law or pursuant to any ordinance, code, rule or regulation adopted pursuant to law, undertakes the removal or demolition of any building or structure which is dangerous to human life or the public welfare or which constitutes a fire hazard, the cost of such removal or demolition shall be as a municipal lien against the premises.
B. 
Any such assessment as provided for in Subsection A hereof, plus interest, shall be a debt of the owner of the premises in accordance with the provisions of N.J.S.A. 40:48-1.1, and the Township Attorney is hereby authorized, in his discretion, to institute an action at law for the collection thereof.
