A certain document, three (3) copies of which are on file in the office of the City Clerk of the City of St. Ann, being marked and designated as the International Building Code, 2006 Edition, including Appendix Chapters E, F, G and I, as published by the International Code Council, be and is hereby adopted as the Building Code of the City of St. Ann in the State of Missouri for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of said Building Code on file in the office of the City of St. Ann are hereby referred to, adopted and made a part hereof, as if fully set out in this Article, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.020.

A. 
Building permits and inspections fees shall be paid in accordance with the following schedule:

Residential construction, including new buildings, building additions, alterations or changes:

In addition to the building permit fee, an inspection fee of ten dollars ($10.00) shall be paid for each inspection, as deemed necessary by the Building Commissioner.

In addition to the building permit fee, an inspection fee of forty dollars ($40.00) shall be paid for each inspection, as deemed necessary by the Building Commissioner.

If the Building Commissioner determines that a project is better served by the use of a consultant for the purpose of building permit plan review and/or building permit inspection, the Building Commissioner shall have the authority to contract with such consultant. All costs associated with this consultant shall be added to the above building permit fees. An escrow account shall be established by the building permit applicant with the City in the sum of one thousand dollars ($1,000.00) at the time of building permit approval. If at any time during construction the escrow account falls below five hundred dollars ($500.00), the building permit applicant shall be responsible to provide to the City additional funds to bring the escrow account to a minimum of five hundred dollars ($500.00). When final approval of construction is given and the building permit is closed, any remaining funds in the escrow account will be credited back to the building permit applicant.

A. 
The following codes are adopted as amended by the County of St. Louis through the date of the last amendatory ordinance. The Building Code Ordinances 18580, 18857, and 19298 (as they pertain to elevators and conveying equipment only), the last amendatory ordinance adopted January 14, 1999, the Mechanical Code Ordinance 16914 (as it pertains to elevators, conveying equipment and amusements only), the last amendatory ordinance adopted March 17, 1994, the Explosives Code Ordinances 2703 through 18693, the last amendatory ordinance adopted November 6, 1997, as the Building (as it pertains to elevators and conveying equipment only), Mechanical (as it pertains to elevators, conveying equipment and amusements only), Electrical and Explosives Codes, the 1998 International Mechanical Code, Ordinance 22,313, as it pertains to elevators and amusements only, adopted May 18, 2005, is hereby adopted as the Mechanical (as it pertains to elevators and amusements only) Code of the City of St. Ann, Missouri, as is fully set out herein.
B. 
Sections 1103.P-148 “License, Registration or Certification - Required” and 1103.P-150 “Bond and Insurance-Required” of the Plumbing Code of St. Louis County and subsections 101A through 101B-5 of Section 1108.100 of the St. Louis County Mechanical Code, all through the date of the last amendatory ordinance, are hereby adopted as the Plumbing and Mechanical Licensing Codes of the City of St. Ann, Missouri, as if fully set out herein. Three (3) copies of the same on file in the Office of the City Clerk of the City of St. Ann for examination and review.
C. 
The violation of any provision of this code shall be punished by a fine of not exceeding one thousand dollars ($1,000.00) and costs, or by imprisonment not exceeding ninety (90) days, or by both such fine and imprisonment. Each day that any violation of any provision of this Code shall continue shall constitute a separate offense.

A. 
Any new construction and alterations, begun after January 1, 1991, as such terms are defined by the Building Code of the City, shall comply with the standards for seismic design and construction of the Building Code, as same may be amended from time to time.
B. 
This Section shall not apply to existing buildings, by reason of any proposed addition, except that seismic design criteria as to additions shall apply to structural components constituting the addition and shall not be applied to require reconstruction or fortification of existing structures proposed to be altered. If any addition adversely affects portions of existing facilities, then those parts thus affected shall be evaluated and such reinforcement shall be required as will result in a structure that is at least as safe as it was prior to the additions.
C. 
This Section shall apply to all buildings upon which construction was begun after January 1, 1994, for which leases are executed by political subdivisions of the State, but shall not apply to such buildings as are excluded pursuant to Section 319.023, RSMo., as same may be amended from time to time.
