Temporary outdoor storage of construction trailers, equipment and supplies shall be permitted in any district having a frontage on Pascack Road, subject to the following restrictions and regulations:
A. 
Such storage shall be in conjunction with a municipal construction program, such as repaving of roads, installation of sewers, house connections to the municipal sewerage system, sidewalk installations, cleaning and drainage programs, construction of buildings and other facilities and any program similar to or related to the above.
B. 
Said use shall terminate upon completion of the municipal program above described.
C. 
Trailers shall be used only as field offices and not for any dwelling use whatsoever.
D. 
All such construction trailers, equipment and supplies shall be set back at least 60 feet from the abutting street line of Pascack Road and shall not be located within 50 feet of the boundary line of any abutting property upon which is located a residence. Trailers shall be placed upon the property so that the same are at right angles to the abutting roadways.
E. 
No advertising signs or other advertising devices shall be permitted on the premises or on the trailers, equipment or supplies being stored.
F. 
All such trailers, equipment and supplies shall be stored within existing trees and shrubbery so as to screen the same from view as practically as may be possible.
G. 
All movement of equipment and supplies from and to the premises shall cease after 6:00 p.m., except in times of absolute necessity or emergency.
Temporary outdoor storage of construction trailers, equipment and supplies shall be permitted on municipally owned properties at the discretion of the Municipal Council, on such terms as it may deem just and subject to the following restrictions and regulations:
A. 
Said use shall be in conformity with the provisions of § 580-87A, B, C, E, F and G pertaining to outdoor storage of construction trailers, equipment and supplies on private property.
B. 
All such construction trailers, equipment and supplies shall be set back at least 60 feet from the abutting roadway and shall not be located within 50 feet of the boundary line of any abutting property upon which is located a residence.
C. 
Upon termination of the aforesaid use, the premises shall be restored by the occupant to its original condition.
A. 
Prior to parking or storing any construction trailer, equipment or supplies on any property, application for a permit allowing such parking or storage shall be made by the person desiring the same to the Chief Building Official. Said application shall set forth the name and address of the applicant and the owner of the premises; the program for which the storage is being made; the location of the premises; the proposed setback of such trailer, equipment and supplies from the roadway; the location of all trees, shrubbery and other natural screening areas in which the proposed trailer, equipment or supplies are to be located; and the location and distance of the nearest residential dwellings from the proposed storage area.
B. 
An application fee in the amount set forth in Chapter 212, Fees, shall accompany said application. Said permit shall automatically expire within one year from the date of its issuance unless the program for which it is issued terminates sooner. Each permit may be renewed for such additional periods as may be necessary pending completion of the program.

C. 
Applications for use of municipally owned property shall be submitted by the Chief Building Official to the Municipal Council for its approval and be subject thereto.
D. 
Nothing herein contained shall prohibit the temporary parking without permit or fee of any construction trailer, equipment or supplies on the same lot in any district on which construction is progressing, provided:
(1) 
Said storage shall not be permitted until a permit required for the work has been issued.
(2) 
Said construction trailer, equipment or supplies shall be removed immediately upon completion of the work for which the permit was issued.
