Hereafter no street, highway or public way shall be accepted by the Township of Washington until said street, highway or public way has been completely and fully improved by the construction of paving thereon and the construction of curbs upon both sides of such street, highway or public way. Said improvement by the construction of paving and curbs shall be done in accordance with the current New Jersey State Highway Department specifications and under the supervision of the Township Engineer, and before acceptance of said street, highway or public way, a written report by the Township Engineer approving the construction of the paving and curbs shall be delivered to the Township Council of said Township of Washington.
No street, highway or public way heretofore dedicated to or accepted by said Township of Washington and now constituting a street, highway or public way of the said Township of Washington shall be improved by any person, partnership, firm or corporation until after application for permission so to improve shall have been made to the Township Council of the said Township of Washington and permission therefor given by resolution of said Township Council of the Township of Washington. Said permission so given shall be subject to the construction of said improvement in accordance with the specifications and under the supervision of the Township Engineer of the Township of Washington and shall include such additions, limitations and exceptions as the said Township Council of the Township of Washington shall deem fitting and proper. It shall be within the discretion of the said Township Council of the said Township of Washington to refuse permission to improve any street, highway or public way unless the same shall be fully improved by the construction of lateral sewers, curbs and sidewalks therein or such other improvements as the said Township Council shall deem necessary and proper.
A. 
Upon application's being made for permission to improve any public street, highway or public way now owned by or under the control of the Township of Washington, the Township Council of said Township may, in its discretion, require the person so applying to furnish bond for the proper completion of such improvement and the payment of the cost thereof, and shall, before accepting said improvement, require satisfactory evidence that all workmen, materialmen and contractors performing work or services or supplying material to said improvement have been fully paid and satisfied.
B. 
This section shall in no wise be construed to impose liability upon said Township of Washington for the payment of said workmen, contractors or materialmen.

Any person, firm or corporation who shall violate any term or provision of this article shall be punishable as provided in § 1-1 of Chapter 1, General Provisions. Each day that a violation of any of the terms or provisions of this article shall continue shall constitute a separate offense.
