All conditions of approval incorporated in resolutions or other acts of the Township of Washington Council or of any duly constituted board or agency of the Township of Washington shall be adhered to and shall be construed to be continuing conditions of approval. Any on-site improvements of every kind or nature, including, without limitation, sidewalks, curbs, catch basins, storm drains and driveways, installed pursuant to the requirements of the Township of Washington Council or any duly constituted board or agency of the Township of Washington, shall be maintained in good and serviceable condition at all times.
All commercial areas, including nonconforming uses, for which no site plan approval has been granted by the Township Planning Board, shall be screened from adjacent noncommercial areas by means of a fence, partition, screen structure, wall, plantings or similar devices. No such device shall be erected, constructed or installed which is over four feet in height for the first 100 feet from the front street line nor over six feet in height for the remainder of the depth of the lot. Rear line screening devices shall not exceed six feet in height. Planting screens shall be composed of trees and shrubs at least three feet in height at the time of planting. Each shall be spaced no more than 10 feet from the other.
No storage of materials, stock or inventory shall be permitted in window display areas unless said areas are first screened from the public view by drapes, venetian blinds or other permanent rendering of the windows opaque to the public view. All such screening of interiors shall be maintained in a clean and attractive manner and in a good state of repair.
All storefronts shall be maintained in good repair and all surfaces thereof shall be kept painted, when necessary, for purposes of preservation and appearance. In the event repairs to a portion of a storefront are made, such repairs shall be performed with materials identical or compatible with the materials used in the area not undergoing repair, to the end that the appearance of the storefront shall be uniform and attractive and shall not constitute a blighting factor depreciating adjoining properties.
Any awning or marquee and its accompanying structural members which extend over any street, sidewalk or other portion of the premises shall be maintained in good repair and shall not constitute a nuisance or a safety hazard. In the event such awnings or marquees are not properly maintained in accordance with the foregoing, they shall, together with their supporting members, be removed forthwith. In the event said awnings or marquees are made of cloth, plastic or of similar materials, said cloth or plastic where exposed to public view shall be maintained in good condition and shall not show evidence of excessive weathering, discoloration, ripping, tearing or other holes. Nothing herein shall be construed to authorize any encroachment on streets, sidewalks or other parts of the public domain.
All signs, including the structural and supporting components thereof and all light stanchions and poles, shall be maintained in good repair.
All parking areas shall be marked with clearly visible parking lines and necessary directional arrows. Such markings shall be consistent with any requirements as to parking areas imposed by the Township Council or any other duly constituted board or agency of the Township of Washington. Car stoppers shall be maintained in good condition, free of defects and breaks.
All waterways, brooks, drainage ditches and swales, to the extent that the same are located on or immediately adjacent to the premises, shall be maintained in good condition, free from debris, plantings or other obstructions.
The exterior of every structure or accessory structure, including fences and storefronts, shall be maintained in good repair and all surfaces thereof shall be kept painted or whitewashed where necessary for purposes of preservation and appearance. All surfaces shall be maintained free of broken glass, loose shingles, crumbling stone or brick, excessive peeling paint or other conditions reflective of deterioration or inadequate maintenance, to the end that property itself may be preserved, safety hazards eliminated and adjoining properties and the neighborhood protected from blighting influences. All reconstruction of walls and sidings shall be of standard quality and appearance commensurate with the character of the properties in the zoning district in which the premises are located, such that the materials used will not be of a kind that by their appearance under prevailing appraisal practices and standards will depreciate the value of neighboring and adjoining premises as aforesaid.

A. 
Except during a period of construction, and so long as a valid construction or demolition permit is in effect, no prohibited structures shall be located within a noncommercial zone in the Township.
B. 
During a period of construction, and so long as a valid construction or demolition permit is in effect, a storage container or similar temporary structure (referred to herein as a "temporary storage structure") shall be permitted to be placed or located on any property situated within a noncommercial zone in the Township only upon the property owner obtaining a permit therefor from the Building Department.
C. 
Prior to locating a temporary storage structure on any property situated within a noncommercial zone, the property owner shall apply to the Building Department of the Township for a permit. The Building Department shall establish permit application form setting forth information necessary for the Building Department to assess the necessity for the location of a temporary storage structure upon such property, and the proper location of same on such property.
D. 
There shall be payable an application fee as set forth in Chapter 212, Fees, for submission of an application to the Building Department for a permit hereunder. In the event that the Building Department issues such a permit, the applicant shall pay a permit fee in the amount set forth in Chapter 212, Fees, to the Building Department, which fee shall cover all inspections and other activities which the Building Department may undertake to monitor the proper location and maintenance of the temporary storage structure for 120 days from the date of issuance of the permit. The Building Department shall designate the specific area on the property at which the temporary storage structure shall be located, and the Building Department shall conduct such periodic inspections as may be appropriate to ensure compliance with the Building Department's designation of the location for any such temporary storage structure, and the maintenance thereof by the property owner.

E. 
In the event that the property owner determines that additional time is required for the temporary storage structure to remain on the property, additional one-month extensions of the permit may be issued by the Building Department for a fee as set forth in Chapter 212, Fees, for each month's extension, subject to prior written approval by the Township Council authorizing such extension.

F. 
The failure of a property owner to maintain a current permit for the temporary storage structure, have same located in the specific area on the subject property designated by the Chief Construction Official, or maintain the temporary storage structure in a sanitary and sightly condition, shall constitute a violation of Chapter 360, Property Maintenance, of the Code of the Township of Washington, and such violation shall be addressed in accordance with the procedure set forth therein for any other with violation thereof.
G. 
Each enforcement officer and assistant enforcement officer prescribed in § 360-18 shall have full authority to enforce the provisions of § 360-17.
