Any person who rifles in refuse or recycling containers or the
contents thereof, or in any way pilfers, scavenges, scatters the contents
of refuse or recycling containers shall be guilty of an ordinance
violation.

It shall be unlawful for any person to misuse the emergency
telephone service. For the purposes of this Section, "emergency" means
any incident involving danger to life or property that calls for an
emergency response dispatch of police, fire, EMS or other public safety
organization; "misuse the emergency telephone service" includes, but
is not limited to, repeatedly calling the "911" for non-emergency
situations causing operators or equipment to be in use when emergency
situations may need such operators or equipment; and "repeatedly"
means three (3) or more times within a one-month period.

A. Every
outdoor swimming pool or family pool shall be completely surrounded
by a fence not less than four (4) feet in height, which shall be so
constructed as not to have openings, holes or gaps larger than four
(4) inches in any dimension except for doors and gates; and if a picket
fence is erected or maintained, the horizontal dimension between pickets
shall not exceed four (4) inches. A dwelling house or accessory building
may be used as part of such enclosure.
B. All
gates or doors opening through such enclosure shall be equipped with
a self-closing and self-latching device for keeping the gate or door
securely closed at all times when not in actual use, except that the
door of any dwelling which forms a part of the enclosure need not
be so equipped. In addition, all gates or doors opening through such
enclosure shall be kept locked with a locking device sufficient to
deny entry to the enclosure.
C. This
requirement shall be applicable to all new swimming pools or family
pools hereafter constructed, other than indoor pools, and shall apply
to all existing pools which have a minimum depth of eighteen (18)
inches of water. No person in possession of land within the City,
either as owner, purchaser, lessee, tenant or a licensee, upon which
is situated a swimming pool or family pool having a minimum depth
of eighteen (18) inches shall fail to provide and maintain such fence
or wall as herein provided.
D. In
all events, property owners shall be given one hundred eighty (180)
days from and after passage of this Section to comply with the requirements
herein.
E. Any
person who is convicted of the violation of this Section shall be
assessed a fine not exceeding three hundred dollars ($300.00). Each
day said violation continues may be considered a separate offense
under this Section.
