The Board of Supervisors ("BOS") herein establishes a Communications Advisory Board (CAB), which shall consist of five members who shall be appointed by the BOS to serve three-year terms. At the outset, two members shall be appointed to three-year terms, two members shall be appointed to two-year terms and one member shall be appointed to a one-year term. The terms shall commence on April 24, 2008. Upon expiration of terms, all prospective members shall be subject for reappointment to a three-year term. One Supervisor shall serve as liaison to the CAB.

CAB members shall be authorized to make recommendations to the BOS related to matters associated with communications, including but not limited to short-term and long-range planning related to the timely and relevant dissemination of information. The CAB may perform such other functions as requested by the BOS from time to time. The CAB may utilize volunteers to assist the CAB in accomplishing these activities and any other activities that the CAB undertakes.

CAB members shall meet as need be, but at least quarterly, at a time and date to be published in the public meeting notices of Township meetings. The CAB, however, by a majority vote, may cancel meetings.

CAB members shall not receive any compensation for their services. Appointed Supervisors on the CAB shall continue to receive their Supervisor stipend, but no additional compensation shall be paid to a member of the BOS or any other person serving on the CAB. However, members shall be reimbursed for expenses actually and necessarily incurred by them in the performance of their duties, provided that said expenses are approved in advance by the Township Manager.
CAB members shall elect a Chairperson and Vice Chairperson at the first meeting of each calendar year. The Communications Officer shall be responsible to set the agenda in coordination with the Township Manager and coordinate information requests from Township staff, as well as be responsible for assisting in the preparation of the minutes of each meeting. The Chairperson will preside over the meetings and call for motions and recommendations.

CAB shall keep minutes of its meetings and activities and shall make reports and recommendations to the BOS and Township Manager as necessary. At a minimum, minutes shall include those persons in attendance at the meeting, CAB motions, votes, as well as recommendations.

Nothing contained herein shall be construed as an abolishment of any existing Township agency, board, authority or commission, even though such agency, board, authority or commission may have responsibilities related to the responsibilities delegated to this CAB. Neither the CAB nor its individual members shall have authority to enter into contracts without the approval of the BOS.
