Whenever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIV (§ 15-915), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XV (§ 15-916), attached to and made a part of this chapter.
2. 
Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic control device, no person shall park a vehicle:
A. 
On a sidewalk.
B. 
On a crosswalk.
C. 
In front of a public or private driveway.
D. 
Within 15 feet of a fire hydrant.
E. 
Within 20 feet of a crosswalk at an intersection.
F. 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway.
G. 
At any place where official signs prohibit parking.
H. 
Except for persons parking vehicles lawfully bearing a person with a disability or severely disabled veteran registration plate or displaying a person with a disability or severely disabled veteran parking placard, when such vehicles are being operated by or for the transportation of a person with a disability or a severely disabled veteran, no person shall park a vehicle on public or private property reserved for a person with a disability or severely disabled veteran which property has been so posted in accordance with departmental regulations.

No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 15-917), attached to and made apart of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays, and holidays.

No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVII (§ 15-918), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.

It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in §§ 15-919 and 15-921 of this chapter, except as specifically provided for in such zone.

It shall be unlawful for any person to park a trailer or semi-trailer on any street or alley in the Borough when the same is not attached to a truck-trailer.

It shall be unlawful for any person to stop, stand, or park any house trailer, semi-trailer, or trailer or any truck larger than a pickup truck on any street in an R-O Residential-Outlying District, and R-T Residential-Town or a C Commercial District, except for such length of time as needed for actual loading or unloading of the vehicle.

It shall be unlawful for any person to stop, stand, set, park, or otherwise deposit any dumpster, container, or other non-vehicular object at any place on any street, sidewalk, or public right-of-way without first obtaining a permit from the Borough office. The permit shall specify the length of time and location where the item shall be placed and when the item must be removed. Failure to obtain a permit or to remove the item at the time specified in the permit shall result in a fine as set forth in § 15-313, and each day in which the violation continues shall be considered a single and separate offense.

No motor vehicle shall be allowed to remain parked on any Borough highway, street, or alley for a period longer than 72 consecutive hours; moreover, when such a vehicle is moved, it should be moved no less distance than twice its own length. This section is not intended to modify, amend, or delete any parking regulations heretofore established concerning the parking of trailers, travel trailers, mobile homes, or motor homes, unattached trailers or semi-trailers, or like devices.

No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XXIII, § 15-926, attached to and made a part of this chapter, on the days and between the hours specified. In addition, no person shall park a vehicle or allow the same to remain parked upon any other street or part of any other street which is posted with temporary signs designating no parking for street sweeping.

The Mayor and/or the Borough Manager or Assistant Borough Manager or their designate shall be authorized to provide members of the public with temporary no-parking signs for any purpose which they deem to be legitimate in their sole and absolute discretion.
A. 
Said signs shall clearly indicate the date and hours to which the temporary no-parking shall apply.
B. 
The signs shall be posted at least two hours prior to the time to be designated as no parking and shall be removed immediately at the end of the designated period.

Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $35 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Borough Manager or Assistant Borough Manager all violations of any provision of this Part, indicating, in each case, the section violated, the license number or the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this part. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the Borough office and pay the sum stated within 48 hours after the time of the notice or if he will place the sum stated, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough, that act will save the violation from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
