A. 
Words and phrases, when used in this article, except for sections or parts to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code (the Act of June 17, 1976, P.L. 152, No. 81), as amended,[1] except that in this article, the word "street" may be used interchangeably with the word "highway" and shall have the same meaning as the word "highway" as defined in the Vehicle Code.

B. 
In this article, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
C. 
As used in this chapter, the following terms shall have the meanings indicated:
ABANDONED MOTOR VEHICLE
Includes, without exception, any motor vehicle as to which one or more of the following conditions exists:

(1) 
A motor vehicle for which a certificate of salvage has been issued by the Bureau of Motor Vehicles of the Department of Revenue of the Commonwealth of Pennsylvania.
(2) 
A motor vehicle whose engine or any essential material part thereof has been removed for more than seven days, except if stored at an automobile repair agency or garage.
(3) 
A motor vehicle, one or more of whose tires has been flat or one or more of whose wheels has been removed for more than seven days.
(4) 
A motor vehicle bearing no current Pennsylvania inspection sticker or which does not meet the inspection requirements of the Commonwealth of Pennsylvania.
(5) 
A motor vehicle bearing no current registration or license tag, except if stored on the premises of a licensed automobile dealer.
(6) 
A motor vehicle whose doors and windows are not intact or cannot be securely closed.
(7) 
A motor vehicle damaged by collision to such an extent that it is inoperable, except if stored at an automobile repair agency or garage.
(8) 
A motor vehicle in such condition or situated in such circumstances as to cause such vehicle reasonably to appear to have been abandoned.
(a) 
A motor vehicle shall be presumed to be abandoned under any of the following circumstances:
[1] 
The vehicle is physically inoperable and is left unattended on a highway or other public property for more than 48 hours.
[2] 
The vehicle has remained illegally on a highway or other public property for a period of more than 48 hours.
[3] 
The vehicle is left unattended on or along a highway or other public property for more than 48 hours and does not bear all of the following:
[a] 
A valid registration plate.
[b] 
A certificate of inspection.
[c] 
An ascertainable vehicle identification number.
[4] 
The vehicle has remained on private property without the consent of the owner or person in control of the property for more than 48 hours.
(b) 
Vehicles and equipment used or to be used in construction or in the operation or maintenance of highways or public utility facilities, which are left in a manner which does not interfere with the normal movement of traffic, shall not be considered to be abandoned.
Parking shall be prohibited at all times in the following locations:

The following locations shall be designated as "snow emergency routes." Parking shall be prohibited when the following roadways are covered with ice or snow:

"No Parking" signs shall be placed upon each block where parking is prohibited pursuant to § 212-2, in all necessary locations. In addition, a "Snow Emergency Route" sign shall be posted at every access point to each location designated a snow emergency route pursuant to § 212-2.1. Exact locations for each "No Parking" and "Snow Emergency Route" sign shall be determined by the Roadmaster. Each parking restriction described in § 212-2 or 212-2.1 shall be effective upon the placement of official traffic control devices giving notice of the traffic regulations.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of $25 and costs.
