A. 
The City shall be and is a duly incorporated City of the Third Class, organized and existing under and by virtue of the provisions of Sections 78.430 to 78.630, RSMo., under the City Manager Form of City Government.
B. 
All provisions, procedures, rights, duties and liabilities incident to the conduct of municipal affairs which shall not be specifically set out by ordinance shall be established and determined by the above cited laws of the State of Missouri and any and all laws of the State to which any reference is therein made.

A. 
Regular meetings of the City Council shall be the second Wednesday of every month at 5:30 P.M.
B. 
Special Meetings of the City Council may be called at any time by the Mayor at his/her own instance or upon written application of two (2) members of the Council to the City Clerk.

A. 
The City of Marceline, a political subdivision as defined in Section 70.600, RSMo., hereby elects to have covered by the Missouri Local Government Employees Retirement System all of its eligible employees with one thousand five hundred (1,500) or more hours of annual employment and to cover Police Officers under Benefit Program L-6 two percent (2%) as defined by Sections 70.600, 700.645 and 70.646, RSMo.
1. 
To adopt no change in the contributions from covered employees, keeping the requirement of four percent (4%) contributions from covered employees in accordance with the provisions of Sections 70.705 and 70.730, RSMo.
2. 
To adopt no change in the method of determining a member employee's final average salary, keeping a sixty (60) consecutive month period for determining a member employee's final average salary in accordance with Sections 70.600 and 70.656, RSMo.
3. 
To adopt no change in the Retirement Age Provision of covered employees, keeping member employees option of retirement upon attaining minimum service retirement age in accordance with Sections 70.060, 70.645 and 70.646, RSMo.
B. 
Firemen shall not be covered by this program.
C. 
The Marceline City Council hereby elects that twenty-five percent (25%) of prior employment be considered for prior service credit in computing benefits and contributions to the system.
D. 
Be it further ordained, that the City Clerk of the City of Marceline, is hereby authorized and directed to deduct from the wages and salaries of each employee member, the member contributions required by Section 70.705, RSMo., and to promptly remit the deductions to the Members Deposit Fund, together with the employer contributions made to the Employee Accumulation Fund required by Section 70.730, RSMo. Employee and employer contributions are to be effective April 1, 1981.
