The duly authorized employees of the Borough, including the
Borough of Roseland Police Department, the Public Works Department
and the Department of Health, and the Borough representative, including
the Borough Engineer, when bearing proper credentials and identification,
shall be permitted to enter upon all properties for the purpose of
inspection, observation, measurement, sampling, testing, and enforcement
in accordance with the provisions of this chapter. The Borough may
use any method of testing, including smoke testing, to determine the
propriety of any connection. The Borough shall not be liable for any
damage or inconvenience resulting from the use of the testing procedures.

In addition to any other penalty, whenever in the opinion of
the Public Works Department or Board of Health, any plumber or sewer
contractor violates any of the provisions of this chapter, and the
charges are sustained after a suitable hearing, the license of the
plumber or contractor may be revoked. The license, if revoked, shall
not be reinstated, reissued or renewed until the violation shall have
been corrected.
