[HISTORY: Adopted by the Mayor and Council of the Borough of Dunellen 8-6-2007 by Ord. No. 07-10. Amendments noted where applicable.]
There is hereby established a Technical Review Committee as a subcommittee of the Planning Board consisting of the following members as hereinafter provided:
A. 
Two Class IV members of the Planning Board.
B. 
One member of the Zoning Board of Adjustment.
C. 
Borough Engineer.
D. 
Borough Planner.
E. 
Zoning Officer.
F. 
One alternate Class IV member of the Planning Board.
The term of all members shall be for one year, running from January 1 of the year of their respective appointment.
Members of the Technical Review Committee will be nominated by the Chairman of the Planning Board and approved by a majority of the members of the Planning Board. No confirmation of committee appointments shall be necessary beyond the Planning Board.
One of the Class IV members of the Planning Board shall serve as Chairman of the TRC and shall be elected at the first meeting of the TRC in the calendar year.
A. 
To meet with applicants and potential applicants with development plans, and to acquaint the applicant with the substantive and procedural requirements of all applicable land management ordinances and/or regulations of the Borough of Dunellen.
B. 
To provide a forum for an exchange of information regarding the proposed development plan and applicable elements of the Master Plan, this chapter and other development requirements.
C. 
To advise the applicant of any public sources of information that may be relevant to the application.
D. 
To otherwise identify policies and regulations which may provide opportunities or pose constraints for the proposed development.
E. 
To review any proposed concept plans and discuss opportunities to increase development benefits and mitigate undesirable project consequences.
F. 
To provide input into the general design of the project.
G. 
To approve change of use applications, provided that the proposed change of use is exempt from site plan requirements, and provided further that the newly proposed use is a permitted use, but otherwise to act only in an advisory capacity with no power to take plenary action, approve, deny or modify any portion of any other type of application for development.
H. 
To informally review any application for development, except for variances pursuant to N.J.S.A. 40:55D-70d. However, TRC may review those portions of a use variance application involving subdivision, site plan and design only, at the request of the applicant.
I. 
To review minor site plan applications and make written, nonbinding recommendations to the Planning Board regarding formal action on such applications. If any such written recommendation is made, the TRC must provide a copy of same to the applicant.
A. 
The TRC shall schedule a meeting upon the Planning Board's receipt of an application requiring public notice, or, by request of any applicant to meet with the TRC.
B. 
Meetings shall be held in executive session with the applicant present. No meeting minutes shall be recorded and no public notification of said meeting is required.
