The City Council hereby establishes the African-American Advisory Committee as follows.
The responsibilities of the Committee shall be to:
A. 
Recommend to the City Council and Administration actions, practices, and policies to address the concerns, needs, and interests of the black community of New Rochelle.
B. 
Facilitate constructive two-way dialogue between New Rochelle's black community and decisionmakers in local government.
C. 
Enhance equitable access of black residents to municipal services and information.
D. 
Promote and initiate black entrepreneurship, economic opportunity, and business development in New Rochelle.
E. 
Promote dialogue and mutual understanding among all of New Rochelle's diverse constituencies.
A. 
Membership: 11 members, appointed by the City Manager, with at least five members associated with the following organizations and groups: the NAACP-New Rochelle Branch, the New Rochelle Municipal Housing Authority, the Remington Boys and Girls Club, NewROAR, and the Black Clergy of New Rochelle.

B. 
Leadership: Chair and Vice Chair, appointed by the City Manager, from among the membership.
C. 
Term. Appointments shall be for three-year terms.
The following are considerations for appointment:
A. 
Meaningful leadership and/or advocacy experience.
B. 
Connection to relevant community organizations.
C. 
Demonstrated ability to work collaboratively.
D. 
Overall composition that is reflective of New Rochelle's diverse black community, with respect to age, socio-economic status, life experience, and other relevant factors.
