A comprehensive zoning plan for the City of Port Jervis is established and set forth in the text, map and schedules that constitute this chapter. This chapter shall be known and cited in the long and short form below:
A. 
Long: "A law regulating and restricting the location, construction and use of buildings and structures and the use of land in the City of Port Jervis, County of Orange, State of New York."
B. 
Short: "The Zoning Law of the City of Port Jervis."
It is the legislative intent of this chapter to provide for the orderly and desirable development and use of land. This chapter provides specifications, procedures and a precise plan designed to guide new development while improving, conserving or facilitating desirable change in existing portions of the City. As provided in the laws of the State of New York, this chapter is to serve the purpose of protecting and promoting the general welfare, which is intended to include the following:
A. 
The facilitation of the efficient and adequate provisions of public facilities and services;
B. 
The assurance of adequate sites for residence, industry and commerce;
C. 
The provisions of privacy for families;
D. 
The prevention and reduction of traffic congestion, so as to promote efficient and safe circulation of vehicles and pedestrians;
E. 
The maximum protection of residential areas;
F. 
The gradual elimination of nonconforming uses;
G. 
The enhancement of the appearance of the City of Port Jervis as whole;
H. 
The encouragement of flexibility in the design and development of land in such a way as to promote the most appropriate use of lands, to facilitate the adequate and economical provision of streets and utilities, and to preserve the natural and scenic qualities of open lands; and
I. 
The protection of the environment of the City as a whole.
