A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, or whenever a snow emergency has been declared by the City Manager, an emergency shall exist and no vehicle shall be parked on the following streets or highways or portion thereof:

The above parking prohibition shall remain in effect for a period of 12 hours after the snow has ceased, subject to extension by the City Manager if snow has not been completely cleared.
C. 
As used in this section, the term "snow" shall mean any precipitation depositing any accumulation on the public streets of the City, including, without limitation, snow, sleet, hail, or ice.
D. 
The City Manager is authorized to declare a snow emergency in consultation with the Chief of Police and Emergency Management Coordinator.
E. 
Regulatory and warning signs in accordance with N.J.S.A. 39:4-138 shall be erected and maintained at all applicable City streets. Notice of said parking prohibition shall be deemed adequate when posted on the City website and sent out via the City's public email, text and voice alerting system.
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage, which may result from such removal, before regaining possession of the vehicle.
Any person who violates the provisions of this article of the Code shall be punished by a fine in the amount of $55. A separate offense shall be deemed committed on each day the vehicle remains parked in violation of this article. Court appearance shall not be required.
Enforcement of this article and further rules and regulations as may be promulgated from time to time shall be under the jurisdiction of either the Police Department of the City of Garfield and/or Parking Enforcement Officers of the City of Garfield as determined by the City Manager of the City of Garfield.
