FOOD TRUCK
A self-contained automobile, motor vehicle, or trailer designed and used for the storage, preparation, display, and/or service of individually portioned food.
FOOD TRUCK LICENSEE
The person or entity responsible for obtaining the business license/license for operation of a food truck in the City of Moscow Mills, Missouri.
GARBAGE
Waste, trash, or rubbish created by reason of the operation of food truck, including food and grease.
MOBILE FOOD VENDING
The sale of individually portioned food from a food truck.
OPERATION
The period of time, including setup and closing, in which a food truck is open and selling individually portioned food.
All mobile food vending shall be subject to the following regulations:
A. 
A food truck may not be left unattended overnight without compliance with City zoning codes and written permission from the property owner. Said written permission must be produced upon demand by a police officer or other authorized City official.
B. 
Operations, including customer queues, shall not impede or hinder traffic.
C. 
If directed by a police officer, or any other authorized City official, operations will be suspended, and/or a food truck will be moved, to avoid congestion or impeding traffic.
D. 
Soliciting moving vehicles or advertising in any way that impedes or hinders traffic is prohibited.
E. 
Mobile food vending shall only occur on the side facing away from the street.
F. 
The use of outdoor sound amplifying equipment, lights, or any other distracting devices is prohibited. A lighted menu attached to the side of the food truck is allowed if providing only enough light for customers to read the menu when ordering or when preparing to order.
G. 
During the time of operation, the food truck licensee may provide seating and sun protection for four to six people near the food truck.
H. 
During the time of operation, the food truck licensee shall provide sufficient garbage containers near the food truck so that garbage is contained and not left or thrown on the ground.
I. 
The food truck licensee shall responsible for removing all garbage from the site at least nightly and disposing of same according to all laws.
J. 
Signs, seating, sun protection, and refuse containers shall not impede or hinder traffic.
K. 
Any power required for the food truck shall be self-contained or from a private source, with permission from the private source. No power cable or equipment shall be extended at-grade or overhead across any street, alley, or sidewalk.
A. 
A food truck may not be operated upon any property without written permission from the property owner. Said written permission must be produced upon demand by a police officer or other authorized City official.
B. 
Operation of a food truck may not occur between the hours of 11:00 p.m. and 6:00 a.m.
C. 
Operation of a food truck in a particular location in a commercial zoning district can only occur seven consecutive days and 30 total days in a given calendar year.
D. 
Operation of a food truck in a particular location in a residential zoning district can only occur two consecutive days and 10 total days in a given calendar year.
A. 
Operation of a food truck must be consistent with all federal, state, and local laws, including, but not limited to, the parking laws of the City.
B. 
Each food truck must have a county health license issued by a county in the State of Missouri, valid during the time of operation within the City.
C. 
Each food truck must have a Moscow Mills business license valid during the time of operation within the City.
