As used in this article, the following words shall have the following definitions:
EDU: EQUIVALENT DWELLING UNIT (EDU)
The amount of water consumed each year for each single-family residential/commercial/industrial use, as periodically calculated in accordance with current Pennsylvania law.
SANITARY SEWER SYSTEM
The sanitary sewer system owned and operated by the Township of Chartiers which collects and transports sanitary sewage to the Canonsburg Houston Joint Authority wastewater treatment plant from that portion of Chartiers Township in the watershed served by the Canonsburg Houston Joint Authority, known as the Chartiers Township Sanitary Sewer Service Area as described on Exhibit "A."[1]
TOWNSHIP
The Township of Chartiers, Washington County, Pennsylvania, having a registered address of 2 Buccaneer Drive, Houston, PA 15342.
USER
Any individual, corporation, partnership or any entity or otherwise who are served by the Chartiers Township Sanitary Sewer System. A user is considered served if the said sanitary sewer system is available to the user.

The following schedule of sanitary sewer rates, rents, charges, connection fees are hereby adopted by the Township:
A. 
The rates previously established by CHJA are hereby repealed.

B. 
Chartiers Township hereby amends the rate charged to customers serviced by CHJA for Operation and maintenance and administrative costs $2.34 per 1,000 gallons in addition to sewage fees established by CHJA, as may be adjusted from time to time.

C. 
Act 57 connection fee of $3,200 per EDU.
D. 
Act 57 connection fee assessed by Canonsburg Houston Joint Authority and increases thereof from time to time.
There shall be imposed on all users of the Chartiers Township Sanitary Sewer System a minimum charge of $15 per quarter.
Any charges, fees levied by this article shall be due and payable upon receipt by the user. The net bill is due and payable within 20 days after the date of billing. A late charge of 5% of the net amount due will be assessed if any bill is not paid within when due. Interest at the rate of 6% shall be assessed against any late payment.
The charges, rents, rates, fees established by this article shall be effective as of July 1, 2017, with the exception of the treatment and Act 57 fees imposed by the Canonsburg Houston Joint Authority, which such charges and fees are imposed as established by the Canonsburg Houston Joint Authority and the Act 57 connection fees charged by Chartiers Township will be effective as of the date of adoption of this article.
