The examination for police officer shall consist of a written and oral examination. The written and oral examinations will be graded on a 100-point scale with the written examination representing 70% of the final score and the oral examination representing 30% of the final score. The minimum passing scores on these examinations shall be 80%. In addition, each applicant will undergo a physical fitness test. This test shall be graded on a pass/fail basis. Only those applicants who successfully complete each test or component to the testing process will be permitted to advance to the next step in the testing process. After an applicant has been extended a conditional offer of employment, final appointment shall be contingent upon successful completion of a physical examination, which will include a drug screen, and a psychological examination.
The Commission shall appoint a written examination administrator, an oral examination board, a polygraph examiner, and a physical fitness examiner to conduct the appropriate examination(s) as required by these Rules and Regulations.
The written examination shall be graded on a 100-point scale, and an applicant must score 80% or higher and be among the top 40 applicants, including ties, as measured by their overall score on the written examination, in order to continue in the application process. Applicants scoring less than 80%, or who scored at least 80% but are not in the top 40 applicants, shall be rejected. Within 30 days after the administration of the written examination, all applicants shall be given written notice of their test results and passing applicants shall be scheduled for an oral examination appointment.
A. 
An applicant must achieve a minimum passing score of 80% and be among the top 40 applicants, including ties, as measured by their overall score on the written examination, in order to be eligible to take the oral examination. Any applicant who scores less than 80%, or who scored at least 80% but is not in the top 40 applicants, will be disqualified.
B. 
The oral examination will be graded on a 100-point scale with a score of 80% or higher necessary for passing. The oral examination shall involve questioning applicants on how they would handle situations relevant to police work. Within 30 days after the applicants' oral examination, they shall be informed of the score of their oral examination and total overall score, and each passing applicant shall be informed of the date for physical fitness testing.
A. 
The Civil Service Commission shall, before the oral examination process begins, appoint the members of the Oral Examination Board.
B. 
The Oral Examination Board shall consist of three appointed members.
C. 
No member of the Municipality of Monroeville Council or Monroeville Civil Service Commission shall be a member of the Oral Examination Board. The following individuals may be members of the Oral Examination Board:
(1) 
The Chief of Police of the Municipality of Monroeville Police Department;
(2) 
Active or retired member(s) of the Pennsylvania State Police or local municipal Police Department(s);
(3) 
A representative(s) from a bona fide testing agency which conducts interviews for police officers; or
(4) 
An instructor(s) who teaches law enforcement classes at a university, college, technical school, or other certified police officer training academy.
D. 
The Civil Service Commission shall, before the oral examination process begins, submit the names of the Oral Examination Board appointees to the Municipal Manager.
E. 
Council shall, before the oral examination process begins, have the right to strike any and all Oral Examination Board appointees who are not in compliance with the criteria set forth herein to be a member of the Oral Examination Board. If no strike is offered after seven days of notification by the Commission, then no appointee shall be rejected.
Pursuant to the Veterans' Preference Act,[1] as amended, any applicant for the position of patrol officer who qualifies as a military veteran under this Act, shall receive an additional 10 points on top of their total score if that applicant qualifies under §§ 21-25, 21-27, and 21-28 of these Rules and Regulations. Applicants claiming veteran's preference shall have submitted satisfactory proof of service through the submission of discharge papers or separation documents (A DD214, DD215, or NGB-22 form), or statement of service, as that term is defined in the Act, to the Municipality with their application form.

A. 
An applicant for the position of police officer must submit to and successfully complete a physical fitness examination which is job-related and consistent with business necessity.
B. 
In an effort to impose an equal burden of compliance on both male and female applicants, requiring the same level of physical fitness for each, an applicant for the position of full-time police officer shall be evaluated to determine physical fitness using the standards developed by the Cooper Institute for Aerobics Research. Each applicant shall score no lower than the 30th percentile of the Cooper standards for the person's age and gender, which coincides with the 30th percentile of the general population, in each of the required evaluations to be eligible for employment. The required evaluations shall be consistent with what is required for entrance to a Certified Municipal Police Academy by the MPOETC. The required evaluations are as follows:

C. 
The physical fitness testing order shall be as follows:
(1) 
One minute of sit-ups.
(2) 
300-meter run.
(3) 
One minute of push-ups.
(4) 
1.5-mile run.
D. 
This is a cumulative test, and all events must be completed within two hours. All applicants should be afforded a minimum rest time of five minutes between events.
