The Village Board is hereby authorized to, when reasonable, waive any procedural or substantive requirements or required improvements relative to the approval, approval with modifications or disapproval of subdivisions submitted for approval. Any such waiver shall be subject to appropriate conditions and may be exercised in the event any such requirements or required improvements are found not to be requisite in the interest of the public health, safety or general welfare or inappropriate to a particular subdivision or where such required improvements are inappropriate because of inadequacy or lack of connecting facilities adjacent or in proximity to the proposed subdivision.

In granting variances and modifications, the Village Board shall require such conditions as will, in its judgment, secure substantially the objectives of the standards or requirements so varied or modified.
