The Environmental Conservation Commission (ECC) shall be instituted pursuant to Article 12-F of the General Municipal Law of the State of New York for the purpose of advising the Town Board in the development, management and protection of the natural resources and environment of the Town of Marbletown, and shall promote community awareness and raise the visibility of such issues and activities.
The ECC shall include nine members who are over the age of 16 and residents, business or property owners in Marbletown. Members shall possess a compelling interest and be knowledgeable in the environmental and natural resource conditions of the Town, collectively represent a wide variety of community interests, possess a compelling interest in the work of the committee, be capable of setting aside special interests and political agendas in favor of community interest, be able to work in a consensus-based decision-making environment, and be willing to share ideas and debate opinions in a public environment. Members shall be recommended by the ECC and appointed by the Town Board. These bylaws shall apply to all members as appointed by the Town Board upon their adoption.
The term of office for ECC members shall be three years. The ECC members shall classify themselves into three classes, as nearly equal as may be, with the terms of office of one class expiring on December 31 of its expiration year.
Officers of the ECC shall include a Chair, Vice-Chair, Fiscal Secretary, and Secretary. The ECC shall nominate officers from among its members for appointment by the Town Board. Officers shall serve two-year terms and be eligible to serve two consecutive terms as officers of the same title. Any two offices, except those of Chair and Vice-Chair, may be held at the same time by the same person.
A. 
Any ECC member may resign at any time by giving written notice to the Chair, Vice-Chair, Treasurer or Secretary.

Vacancies shall be filled as they arise. New members shall assume the class of the vacancy.
It is the responsibility of the ECC members to support the mission of the ECC as stated in Article I, § A208-1 of these bylaws. Members shall represent the community to the committee, and represent the committee to the community by positively disseminating information while using appropriate discretion. Members shall attend meetings and fulfill their roles as agreed. Members shall conduct themselves respectfully, cooperatively, and constructively with other members and when representing the ECC.
It is expected that members shall remove themselves from any ECC activity which may result in perceived conflicts of interest involving financial gain or pecuniary profit.
Any member who is absent from three consecutive meetings shall be recommended to the Town Board for removal, unless the ECC votes to the contrary. The ECC may recommend removal of a member to the Town Board, for cause, where the question of such removal has been set forth in the notice of such meeting.
