A Board is hereby created and established, to be designated as the Media Borough Recreation Board, consisting of nine persons, three of whom may be members of the Rose Tree Media School Board.
The members of said Board shall be appointed by the Council of the Borough of Media and each member shall serve for a term of five years, or until their respective successors are appointed. The members of the first Board under this chapter shall be the members of the existing Recreation Commission, and they are hereby appointed to serve on this Board for the remainder of their respective unexpired terms of office on the present Recreation Commission, which, upon enactment of this chapter, is abolished.
A. 
All members of said Board shall be residents of the Borough of Media.
B. 
They shall have power to adopt such rules, regulations and bylaws for the conduct of all business within their jurisdiction as shall be consistent with the ordinances of the borough and the laws of this commonwealth.
C. 
They shall elect their own Chairman and Secretary and select, in such manner as they may determine, necessary officers, to serve for a period of one year.
A. 
The Board may, with the consent and approval of the Council of the Borough of Media, employ such persons and fix their wages or salaries as are or may be necessary for the administration and conduct of such work or program as the Board may establish and as the Council of the Borough of Media may provide through proper appropriations.
B. 
Upon the request of the Board, such persons as it may from time to time employ may be carried upon the payroll of the Borough of Media as employees of the Borough of Media, under the direction and supervision of the Board. Such payments as the Borough of Media shall make hereunder shall be charged against the appropriation for the Board.
C. 
The request of the present Recreation Commission for the application of such procedure in the current year is ratified and shall continue in this calendar year.
The members of this Board shall serve without compensation, and the Board shall make an annual report to the Council of the Borough of Media of all its transactions and activities.
This Board is created for the purpose of establishing a recreation program in the Borough of Media for the people of the Borough of Media, and it shall have the power under this chapter and the laws of the commonwealth to equip, operate and maintain such recreation program and places as it shall determine with the approval of the Council of the Borough of Media.
