It shall be unlawful for any person to focus, point or shine a laser beam directly or indirectly upon another person or animal in such a manner as to cause harassment or annoyance to said person or animal.

Any person, persons, firm or corporation violating any provision of this chapter shall be punishable by a fine not exceeding $1,000, plus costs of prosecution and, in default of payment of such fine and costs, by imprisonment for a period not exceeding 90 days.
