A line following the middle of Bridge Street from the eastern to the western boundaries of the Borough shall be the base line of division eastward and westward, and a line following the middle of Pennsylvania Avenue from the northern boundary of the Borough to the southern boundary thereof shall be the base line or division, north and south.
In every case in which any street does or shall intersect either of said base lines, the part of said street situate on opposite sides of the base line so intersected shall be designated by the terms “North," "South," "East" or "West" as the case may be.
The buildings situated or fronting on any street which does or shall intersect either of said base lines shall be numbered in each direction from said base line as a starting point, the first building on either side of said line being numbered 1 or 2 as the case may be; and the buildings situated or fronting on any street, which does or shall terminate at either of said base lines shall be numbered from the last-named base line as a starting point in the manner above stated.

In case any street does or shall intersect both of said base lines, or terminates at each, or intersect the one and terminate at the other, the buildings thereon shall be numbered from said east and west base line in the manner hereinbefore stated.
In all cases in which streets do or shall form an immediate junction with each other, so that the one is but a continuation of the other under a different name, the buildings thereon shall be numbered continuously from the proper base lines as hereinbefore provided.
When any street does or shall run in a direction more nearly eastward and westward than northward and southward, the buildings on the north side thereof shall be numbered with the even numbers, and those on the south side thereof with the odd numbers; and when any street does or shall run in a direction more nearly northward and southward than eastward and westward, the buildings on the east side thereof shall be numbered with the even numbers, and those on the west side thereof with the odd numbers.
In all cases, 100 numbers shall be allowed for the buildings which are now or may be erected on any street between two adjacent streets intersecting the same; provided, that if in any case 100 numbers shall not be sufficient according to the plans hereinbefore set forth, then 200 numbers shall, if necessary, be allowed.
