No person shall uncover, make any connections with or opening into, use, alter or disturb any portion of the Borough of Closter's sanitary sewer system without first obtaining a written permit from the Superintendent of the Department of Public Works.
A. 
Application shall be made to the Superintendent of the Department of Public Works and the Borough Engineer upon a form provided by the borough.
B. 
Upon issuance of the written permit, reasonable notice of the date and time when the connection will be performed shall be given to the Superintendent of the Department of Public Works. The connection to the Borough of Closter sanitary sewer system shall only be made upon inspection by the Superintendent of the Department of Public Works, the Borough Engineer or their qualified representative.
C. 
The permit and inspection fee for connecting to the Borough of Closter sanitary sewer system shall be as set forth in Chapter A301, Fees and Deposits, which shall be paid to the Borough Clerk with a copy of the application at the time the application is filed with the Superintendent of the Department of Public Works.
D. 
All costs and expense incident to the connection shall be borne by the owner of the property. The owner shall indemnify the Borough of Closter from any loss or damage that may directly or indirectly be occasioned by connection to the Borough of Closter sanitary sewer system.
