No rubbish, debris or waste material of any nature shall be deposited in any manner on any property, public or private, within the Town of Barrington, except in a location designated for dumping by the Town Council.

A. 
Collection; recyclables enumerated; containers.

(1) 
The Director of Public Works shall schedule the street-side collections for all recyclable materials and nonrecyclable refuse and from time to time advise residents of these schedules. Residents and businesses have the option to deliver their recyclable resources directly to the Town's Recycling Center during the hours prescribed by the Director of Public Works. Recyclable materials are specified by the Director of the Department of Environmental Management and are listed in the Municipal Recycling Regulations. Materials for recycling may change from time to time depending upon new technologies, economic conditions, waste stream characteristics, environmental effects or mutual agreement between the state and municipalities.
(2) 
Recyclables that must be separated from refuse are:
(a) 
Paper recyclables: mail, magazines, catalogs, writing paper, corrugated cardboard, newspaper, thin cardboard (e.g., cereal boxes, cookie boxes), telephone directories, brown (kraft) paper bags and textiles (old clothing).
(b) 
Mixed recyclables: aluminum and steel/tin cans, aluminum foil and scrap (e.g., pie plates), metal lids, empty steel aerosol cans, glass bottles and jars, empty paint cans, paper milk cartons and juice boxes, No. 1 PETE plastic containers, No. 2 HDPE plastic bottles and jugs, and scrap metal.
(c) 
White goods: metal appliances and large scrap metal.
(3) 
Recylables, other than white goods, shall be placed in recycling containers; paper recyclables may be tied or placed in paper bags, Recyclables must be contained to facilitate the neat, orderly, safe and convenient collection by Town employees. Plastic bags are unacceptable.
(4) 
Recycling containers shall be provided by the Town to the residents. Said containers shall be the property of the Town. The Town shall provide such containers to residents free of charge and thereafter for a fee specified by the Town Council for replacement.
(5) 
Nonrecyclable refuse containers shall not exceed 33 gallons. Container and refuse contained shall not exceed 50 pounds.

B. 
Leaves and grass clippings.
(1) 
Leaves and grass clippings shall be separated by all residents from all other refuse during the leaf and yard waste collection season as specified by the Director of Public Works. Residents shall place their leaves and grass clippings into paper bags. Paper bags shall be placed at curbside, separated from the regular refuse.
(2) 
Leaves and grass clippings shall not be placed in plastic trash bags and shall not be placed in the same refuse container or otherwise mixed with other forms of solid waste for collection, removal or disposal. Residents shall have the option to deliver their leaves and grass clippings directly to Walker's Farm during the hours prescribed by the Director of Public Works.
(3) 
Commercial landscapers may dispose of leaves and grass clippings at Walker's Farm; however a permit must be obtained at Public Works. All applications for permits shall be accompanied by a fee established by resolution from time to time by the Town Council.[1]

C. 
All recyclables become the property of the Town of Barrington when placed at street-side. Refuse that includes those recyclables named herein shall not be collected by the Town. Disposal of improperly mixed refuse shall be the sole responsibility of the person violating the provisions of this section.

Any person violating any of the provisions of this article shall be fined not more than $250 for the first offense and not more than $500 for each subsequent offense within a twelve-month period.
