The Borough Council of the Borough of Economy shall give and grant unto certain persons, firms or corporations the exclusive right and privilege to collect, remove and dispose of garbage, trash, rubbish, ashes, paper, brush and yard waste at such times and under such conditions and for such periods as determined by the Borough Council of the Borough of Economy from time to time.
The persons, firms or corporations who have received the exclusive right and privilege as hereinabove referred to shall not exercise such right or privilege unless and until the same have applied for and received from the Borough of Economy a refuse hauler's permit and shall have paid unto the Borough Secretary the annual sum of $10 for each such permit issued.
Issuance of the aforementioned refuse hauler's permit shall be conditioned upon the applicant's agreeing to specify a regular scheduled day of collection weekly, setting forth rates to be charged for the service and further agreeing to issue timely quarterly billings. Applicants shall also be required to provide, at applicant's cost, a spring and fall cleanup, limited to customers only, said cleanup not to include auto parts, building materials, dirt, cement, gravel, sod, freezers, screens and storm doors.
It shall be unlawful for any person, firm or corporation who has not applied for and received the aforesaid permit to collect, remove and dispose of such garbage, trash, rubbish, ashes, paper, brush and yard waste or attempt to collect, remove and dispose of garbage, trash, rubbish, ashes, paper, brush and yard waste from any property within the Borough of Economy during such period of time that such permit is effective.

Any person, firm or corporation who violates any provision of this Article shall be guilty of a summary offense and, upon conviction thereof, shall be required to pay a fine for the use of the Borough of Economy in the amount of $300, together with the costs of prosecution, or, in default of such payment, shall be imprisoned in the Beaver County Jail for a term not in excess of 90 days.
