As used in this article, the following terms
shall have the meanings indicated:
Includes but is not necessarily limited to a strike or riot,
a conflagration, severe or unusual weather conditions or such other
unforeseen combination of circumstances where the immediate preservation
of public peace, health, safety or convenience is essential.

In the event that, by reason of any emergency,
any fireman may be required to work more hours in any week than the
number of hours now or hereafter prescribed as the average for such
workweek, such fireman, at the option of the Chief of Fire, shall
be entitled to and shall receive, after the cessation of the emergency,
in lieu of compensatory time off, overtime compensation at a rate
to be determined by the Board of Estimate and Apportionment of the
City of Albany, such rate to be not less than the hourly rate of pay
received by such fireman in his regular position and not in excess
of 1 1/2 times such hourly rate of pay.
This article shall take effect immediately,
but its provisions shall be deemed to have been in full force and
effect on and after November 1, 1969.
