[Adopted 8-26-1992 as Section I of Ord. No. 1876 (Ch. 20, Art. V, of the 1975 Borough Code)]
There is hereby created the position of Parking Violations Officer, a civilian employee of the Police Department, serving under the direction of the Chief of Police and appointed by the Mayor and Council. The duty of the Parking Violations Officer is to police all parking violations within the Borough of Roselle or any other duties which may be prescribed by the Chief of Police. The Parking Violations Officer shall be assigned to patrol the Municipal Parking Lot and all public parking areas for the purpose of enforcing all applicable state statutes, county resolutions, municipal ordinances or regulations related to the parking of vehicles within the Borough.
Duties shall consist of:
A. 
Issuance of a parking ticket for a parking offense, as those two terms are defined in the Parking Offenses Adjudication Act, P.L. 1985, c. 14 (N.J.S.A. 39:4-139.2 et seq.).
B. 
Service and execution of all process for any parking offense issuing out of the court in the municipality having jurisdiction over the complaint.
C. 
Causing any vehicle parked, stored or abandoned in the municipality in violation of a statute, resolution, ordinance or regulation to be towed away from the scene of the violation and collecting from the vehicle owner or the owner's agent, on behalf of the municipality, the costs of the towing and subsequent storage of the vehicle before surrendering the vehicle to the owner or agent.

Presentation of testimony in court.
E. 
Preparation of reports, if required.
