A. 
No final plat shall receive final approval unless the subdivider shall have installed or shall have furnished performance guaranties in sufficient amount for the ultimate installation or performance of the following items:
(1) 
Streets.
(2) 
Street signs.
(3) 
Curbs and gutters.
(4) 
Sidewalks.
(5) 
Streetlighting.
(6) 
Shade trees.
(7) 
No topsoil shall be removed from the site or used as soil. Topsoil moved during the course of construction shall be redistributed so as to provide at least six inches of cover to all areas of the subdivision and shall be stabilized so as to remain in place.
(8) 
Monuments are to be of the size and shape required by 46:23-9.9 to 23-11 and placed in accordance with the statute.
(9) 
Water mains, culverts, storm sewers and sanitary sewers shall be properly connected with the municipal system and shall be adequate to handle all present and probable future development.
B. 
The Board may waive the requirement to install any of the above specified improvements by resolution, setting forth the reasons for waiver and noting them in the minutes; provided that such waiver does not endanger public health, safety and welfare.
C. 
All improvements required by the Board shall be subject to inspection and approval by the City Engineer who shall be notified by the developer at least 24 hours prior to the start of construction of the same. No underground installation shall be covered until inspected and approved.
