There shall be an agency of town government to be known as the "Civil Preparedness Agency." Said Agency is to be under the direct supervision of a director to be appointed by the Board of Selectmen for an indefinite term.
A. 
Such Director of Civil Preparedness shall be a staff person reporting directly to the Board of Selectmen of the Town of Guilford and shall be primarily responsible for the planning and coordination of disaster emergency operations.
B. 
The Director's duties may include, but will not necessarily be limited to, the following:
(1) 
Planning for specific and general emergencies that involve one or more town departments or agencies and/or that overload normal resources.
(2) 
Recruiting and/or training volunteers and town employees to operate within the context of civil preparedness.
(3) 
Coordination with the State Office of Civil Preparedness on all matters pertaining to civil preparedness.
(4) 
Procurement and/or coordination of such facilities, equipment and supplies as are required.
(5) 
Preparation of required reports, procedures and other necessary paperwork to ensure that the town receives all possible funding, equipment, assistance and other benefits available to the town through state and federal civil preparedness agencies.
C. 
The Director will coordinate the activities of all town agencies in disaster emergency situations, but in no case will the Director assume command of any department or agency other than Civil Preparedness, unless ordered to do so by the town's Chief Executive Officer or Board of Selectmen.
D. 
The position of Director of Civil Preparedness may be either a volunteer or compensated position, full- or part-time, as determined by the Board of Selectmen.

A. 
In the event of disaster as declared by the Governor of the State of Connecticut or the President of the United States, the acting Chief Executive Officer or the Board of Selectmen, as available, may assume complete command of all local government functions and facilities, including public schools and personnel. All available local resources will be brought to bear on the disaster existing in an effort to protect and preserve human life and property of the community to the greatest extent possible.
B. 
The authority of the Chief Executive Officer or the Board of Selectmen of the Town of Guilford shall be limited only by the Governor of the State of Connecticut in state-declared emergencies or by the President of the United States of America in a declared national emergency. Such authority shall include but not be limited to the allocation of emergency funds, ordering and enforcing evacuation of designated areas, assuming control of all town departments and agencies and providing for the general welfare and protection of the people and property of Guilford.
In time of declared emergency or disaster, one or more members of the Board of Selectmen may be unavailable for whatever reason and unable to assume his or her normal duties. The designation of Chief Executive Officer shall be passed in the following manner and order: First Selectman, Second Selectman, Third Selectman, Town Clerk, Assistant Town Clerk and Tax Collector. Persons other than the Board of Selectmen shall have only such authority as is necessary to perpetuate town government until a normally elected official is available again.
