Except as provided in Article III of this chapter, the City Engineer shall administer and enforce the provisions of this Part 1 but shall not be empowered to override a decision of the Authority.
Applications for permits to make connection to a trunk sewer owned by the Authority in order to discharge wastes from a residential, business or industrial use or to any public sewer in the city in order to discharge wastes from an industrial occupancy, whether or not industrial wastes are involved, shall be submitted to the City Engineer who shall, in turn, apply to the Authority for approval. If the application is not approved by the Authority, the City Engineer shall so notify the applicant in writing, and the application shall be denied.
A. 
Applications made to the Building Inspector of the city for building permits or for certificates of occupancy as required by applicable sections of the building standards[1] of the city or Chapter 421, Zoning, of the city wherein an industrial use or industrial occupancy is involved shall be referred to the City Engineer.

B. 
Such referral shall be accompanied by a statement from the applicant declaring:
(1) 
The use or occupancy to which the building will be put.
(2) 
The type of wastes which will be discharged from the proposed use or occupancy.
(3) 
Whether the wastes contain the substances or possess the characteristics enumerated in § 337-5 of this chapter.
C. 
The City Engineer shall submit all data referred to him to the Authority. If the Authority rejects the wastes pursuant to § 337-6 of this chapter, the City Engineer shall so notify the Building Inspector, and the application for permit or certificate shall be denied. If the Authority approves the wastes, with or without condition, as authorized in § 337-6 of this chapter, the City Engineer shall so notify the Building Inspector in writing, and a copy of the letter from the City Engineer shall be attached to the permit or certificate at the time it is granted to the applicant by the Building Inspector.
