A. 
In 1990, the United States Government declared Camp Evans a surplus Army facility and determined that it would be closed by the end of 1998. Following this announcement, the Township formed the Marconi Park Complex Advisory Committee to serve as the designated local redevelopment authority responsible for creating a reuse master plan for Camp Evans. The Marconi Park Complex Advisory Committee met on a regular basis to study the property in question; to conduct investigations; and to hold public hearings regarding potential reuses of the property. Following considerable research, evaluation and public hearings, the Marconi Park Complex Advisory Committee presented its reuse plan to the Township Committee, which plan was adopted in January 1996.
B. 
The reuse plan represents the Township's strategy, approved by the appropriate federal agencies, for conversion of Camp Evans into the Marconi Park Complex as a long-term community asset. These 258 acres of land located completely within the boundaries of Wall Township provide a unique opportunity for the Township and its residents.
C. 
Under the reuse plan, a portion of the former Camp Evans property has been conveyed to Brookdale Community College for educational purposes. Other portions have been designated for historic preservation, museum and educational purposes and have been or are about to be transferred to the Township of Wall and leased to the InfoAge Learning Center. A substantial additional portion of the former Camp Evans property has been transferred to the Township of Wall for passive recreation purposes, and a portion has been transferred to the Township for active recreation purposes.
D. 
In furthering the goals of the reuse plan, the Township Committee believes it important to offer existing volunteer advisory boards and committees the ability to provide advice and assist in furthering the designated purposes of the Marconi Park Complex.
There is hereby created and established, pursuant to N.J.S.A. 40:48-2, an advisory board to be known as the "Marconi Park Complex Advisory Board of the Township of Wall."
A. 
The Board shall consist of eight members and such additional members as may be deemed appropriate by resolution of the Township Committee.

B. 
The Township Committee shall initially appoint three members for one year, two members for two years, and two members for three years, whose terms shall commence on January 1, 2008. Thereafter, the Township Committee shall appoint or reappoint members for three-year terms, except for the Township Committee member, who shall be appointed or reappointed to a one-year term.
C. 
Three of the members of the Advisory Board shall be residents of the geographic area of the Township surrounding the Marconi Park Complex. One member shall be a representative of the InfoAge Learning Center; one member shall be a representative from Brookdale Community College; one member shall be a representative from the Wall Township Environmental Advisory Committee; one member shall be a representative from the Township Committee; and one member shall be a representative of North Wall Little League. All members shall be selected on the basis of their qualifications, fitness and desire to fulfill and advance the objectives and purposes of the Board as defined herein.

D. 
The Board shall annually elect one of its members as Chairman, whose duties shall be to fix meeting dates, conduct meetings, appoint subcommittees and arrange the activities and functions of the Board so that they may be accomplished in an orderly and productive fashion.
E. 
The Marconi Park Complex Advisory Board shall annually elect one of its members as Vice Chairman, whose duties are to assist the Chairman in the completion of his duties.
F. 
The Board shall annually elect one of its members as Secretary, whose duties shall be to record the minutes of all meetings and to receive and transmit all correspondence of the Committee.
G. 
All members of the Board shall serve without compensation.
H. 
The Township Committee shall have the discretion, upon recommendation from the Marconi Park Complex Advisory Board, to remove any members who are not fulfilling their duties or responsibilities.
The duties of the Marconi Park Complex Advisory Board shall be as follows:
A. 
To provide advice, information and appropriate recommendations to the Township Committee concerning the activities conducted within the Marconi Park Complex under the existing reuse plan together with any perceived need for future amendments to the reuse plan for the purpose of maximizing the use of the Marconi Park Complex in a manner that promotes and furthers the interests of Township residents generally and those residents in proximity to the Marconi Park Complex in particular. The Township Committee shall provide notice to the Marconi Park Complex Advisory Committee and solicit the Board’s input and recommendations concerning any proposed action of the Township Committee of any nature with respect to the structures, uses or any other matter respecting the Marconi Park Complex. The Marconi Park Advisory Committee shall also provide advice, information and appropriate recommendations to the Recreation Advisory Committee concerning the recreational programs and facilities to be provided and constructed at the Marconi Park Complex.

B. 
To provide advice, information and appropriate recommendations to the Marconi Park Complex Restoration Advisory Board (RAB) on any environmental or other issues within the jurisdiction of the RAB.
C. 
To provide a resource for the community to discuss and make recommendations on issues concerning the use, operation, maintenance and future development of the Marconi Park Complex.
D. 
To meet no less than biannually in furtherance of the foregoing purposes.
The Board may request the Township Administrator for such assistance from Township officials, offices and departments as may be proper and reasonably necessary to aid the Board in the performance of its duties.
