There is hereby established and imposed a scale of sewer rents for services rendered by the sewer system to the real property within the limits of the following sewer districts as set forth below. Subsequent changes to the rates of the sewer rent shall be made by resolution of the Town Board after public hearing on five days' notice.
A. 
Charges pursuant to § 136-135 hereof for the Queensbury Consolidated Sanitary Sewer District (previously known as the Central Queensbury/Quaker Road and Hiland Park Sewer Districts, but such districts were consolidated in September 2010 so it is now known as the Queensbury Consolidated Sanitary Sewer District):
(1) 
For residential properties: For each residential unit, $5.50 per thousand gallons of water consumption as indicated by the current water meter readings, billed on a quarterly basis.
(2) 
For nonresidential properties: $7 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.
B. 
Charges pursuant to § 136-135 hereof for the Queensbury Technical Park Sewer District:
(1) 
For all occupied properties: $5.50 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.
C. 
Charges pursuant to § 136-135 hereof for the Pershing-Ashley-Coolidge Sewer District:
(1) 
For all occupied properties: $5.50 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.
D. 
Charges pursuant to § 136-135 hereof for the South Queensbury-Queensbury Avenue Sewer District:
(1) 
For all occupied properties and contracted customers to the South Queensbury-Queensbury Avenue Sewer District: $5.50 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.
E. 
Charges pursuant to § 136-135 hereof for the Route 9 Sewer District:
(1) 
For all occupied properties: $5.50 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.
F. 
Charges pursuant to § 136-135 hereof for the West Queensbury Sanitary Sewer District:
(1) 
For all occupied properties: $5.50 per thousand gallons of water consumption, as indicated by the current water meter readings, billed on a quarterly basis.

Quantities of water, used at any premises, which are used exclusively for lawn watering or in a manufacturing process, results in said water not being deposited in the Town sewer system and are metered by a separate and specially installed and dedicated water meter to record such use shall not be used in calculating the total amount of charges or sewer rents due by the owners of the said premises under this Part 5. The meter referred to shall be installed in accordance with the rules and regulations of the Water Department, and any and all meters installed pursuant to this provision shall be at the expense of the property owner and become property of the Town which shall maintain the same.

In all sewer districts, for all occupied residential properties which are not served by the municipal water supply and therefore do not have water meter readings on which to base sewer rents, charges pursuant to § 136-135 hereof shall be $440 per year for each residential unit, billed on a quarterly basis at the rate of $110 per quarter. Subsequent changes to the rates of the sewer rent shall be made by resolution of the Town Board after public hearing on five days' notice. For purposes of this section, a "residential unit" is defined as a single unit providing complete, independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking and sanitation.
For treatment of industrial wastes or other wastes as defined herein, if any additional treatment is required because of undue concentration of solids or any other substances which add to the operating costs, the Town Board is authorized to fix and determine such additional sewer rent charges therefor, as shall be equitable, in addition to the sewer rents set forth in the proceeding section.

Sewer rents shall begin to occur as of January 1 each year for use in that year and shall be billed as early in the year as possible, but not later than May 1 of any year.

Sewer rents shall not accrue against properties within the Queensbury Consolidated Sanitary Sewer District which are serviced by the sanitary sewer facilities of the City of Glens Falls and continue to be so served. The Town Board shall annually at its first meeting in the month of January of each year determine properties which are so served and are determined at the present time to be:
