The operator of a vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway, nor shall any person park a vehicle at any place between the curbline and property line of any street.
Whenever authorized signs are erected indicating a zone of quiet, no operator of a vehicle within any such zone shall sound the horn or other warning device of such vehicle except in an emergency. Whenever by reason of accumulation of snow or ice on the streets or highways driving conditions become hazardous and dangerous in that such conditions induce skidding, stalling or loss of traction, no vehicle shall be operated on such streets and highways unless equipped with tire chains or snow tires of such design and condition to enable such vehicle to operate safely under such conditions.
Whenever any vehicle is stalled on streets or highways due to its failure to be equipped with chains or snow tires as herein provided, such vehicle may be removed from the streets or highways and impounded by the Bureau of Police or its authorized agent as provided by law or ordinance of the City.
