There shall be a Division of Public Parks and Playgrounds in the Department of Public Works.
The said Division shall comprise the administrative and supervisory activities of the Borough in connection with the development, improvement, maintenance and use of all public park and playground lands now owned or which may hereafter be owned or leased by the Borough.
The commission shall be known as the "Hillsdale Recreation Commission."
A. 
The Commission shall consist of nine (9) members appointed by the Mayor, by and with the consent of the Council.
B. 
All members of the Commission shall be residents of the Borough, and, of the said nine (9) members, seven (7) shall be not less than eighteen (18) years of age at the time of their appointment, and two (2) shall not be less than fourteen (14) years of age and not more than eighteen (18) years of age at the time of their appointment.
C. 
The term of each of the seven (7) members who shall be at the age of eighteen (18) years of age at the time of appointment shall be five (5) years commencing January 1 of the year of their appointment. The term of each of the two (2) members who shall be between the ages of fourteen (14) years and eighteen (18) years at the time of their appointment shall be two (2) years. The seven (7) members who shall be at least eighteen (18) years of age at the time of appointment shall succeed to the terms of those members previously of the minimum age of twenty-one (21) years of age as vacancies occur. The term of the members who shall be between the ages of fourteen (14) and eighteen (18) years of age at the time of appointment shall succeed to the terms of those individuals previously appointed between the ages of 16 and 18 years of age as those vacancies occur.
D. 
Vacancies in the Commission shall be filled for the unexpired term only.
A. 
The Commission shall hold its annual organization meeting within seven (7) days of the Borough Council reorganization meeting.
B. 
At such organization meeting the Commission shall elect a Chairperson and a Vice Chairperson, who shall be chosen from among its members.
C. 
The Commission shall determine the times for holding its regular meetings and shall provide for the calling of special meetings. Meetings shall be held in the Borough Hall, and the minutes thereof shall be kept, and a copy put on file with the Borough Clerk within ten (10) days of the meeting by the Secretary. The regular meetings shall be held at least once each month in connection with the performance of the duties of the members, and for the consideration of matters affecting the public parks and playgrounds of the Borough.
A. 
The Commission shall:
(1) 
Propose plans for the development and improvement of the public park and playground lands owned or leased by the Borough;
(2) 
Propose methods or arrangements for the proper maintenance and care of such lands and the improvements thereon;
(3) 
Propose rules and regulations for the public use of such lands and improvements;
(4) 
Submit all such plans, methods, arrangements, rules and regulations to the Mayor and Council for their consideration and action thereon;
(5) 
Put into effect such plans, methods, arrangements, rules and regulations which have been approved and authorized by the Mayor and Council and exercise administrative and supervisory authority in connection therewith.
B. 
The Commission shall not have the power to incur any obligations in the name, or for the account of, the Borough, except as authorized from time to time by the Mayor and Council.
The seven (7) adult voting members of the Recreation Commission shall receive no salary or other compensation for their services. The aforesaid clause of no salary or other compensation for services shall not serve to prohibit the two (2) teenage, nonvoting members of the Recreation Commission from being employed in seasonal positions on the recreation staff.
