[Adopted 4-11-1990 as part of Ord. No. 90-5 (Ch. 22, Art. 15, of the Revised Ordinances of 1972)]
It shall be unlawful for any person to park or leave standing any vehicle or place any obstruction on lands in the Borough of Hillsdale, whether publicly or privately owned, after notice has been posted as hereinafter provided by the owner, occupant, lessee or licensee prohibiting such parking.
As used in this article, the following terms shall have the meanings indicated:
FIRE LANE/ZONE
Areas designated by the Fire Official and properly posted and marked in accordance with this article. The terms "fire zone" and "fire lane" shall be interchangeable.
FIRE OFFICIAL
The Borough of Hillsdale Official or their designated representative, as defined N.J.A.C. 5:18 Uniform Fire Code.
A. 
Enforcement. This article shall be enforced by the Police Department of the Borough of Hillsdale.
B. 
Fire lanes on private property.
(1) 
Designation. The Fire Official, with the approval of the Fire Chief and Chief Law Enforcement Officer, may designate fire lanes on private property to which the public is invited or which is devoted to public use, if it is necessary to provide safety for the public or to provide proper access for Fire Department operations in the event of an emergency.

(2) 
Notification. Whenever a determination has been made for the fire lane designation, pursuant to subsection B(1), the Fire Official shall notify the owner of the property, in writing, by registered or certified mail, or by hand-delivering such notice, specifically describing the area designated and the reason for making the designation.
C. 
The marking of fire zones shall be the responsibility of, and at the expense of, the owner and shall be accomplished within 30 days of the receipt of the notification. Suitable signs and/or markings bearing the words "No Parking Fire Zone" shall be posted and marked and striped in accordance with standards established by the Fire Prevention Bureau and shall be properly maintained on said lands by the owner, occupant, lessee or licensee thereof where this Article is effective and as are approved by the Fire Official. Defacing, tampering with, damaging such signs or allowing them to deteriorate so as to reduce their effectiveness to notify when posted shall constitute a violation of this Article.
D. 
Removal of obstructions. A police officer shall remove or have removed such obstructions or vehicles as may violate this Article at the expense of the owner of the premises, in the case of obstructions, or at the expense of the owner of the vehicle.
All fire zones shall be striped and signs posted in the following manner:
A. 
Signs:
(1) 
All signs shall be twelve by eighteen (12 x 18) inches in size.
(2) 
Light-reflective material shall be used for the sign background and lettering.
(3) 
All signs, shall be placed not more than 100 feet center-to-center. Whenever the fire zone changes angle or direction more than 60º, a sign is to be placed at the point of change, and a sign is required at the beginning and end of the zone. In all circumstances, a sign shall be visible from another sign. Additional signs may be required at the discretion of the Fire Prevention Bureau, the Municipal Code Official or the Hillsdale Police Department.

(4) 
The sign shall be placed at a height of seven feet as measured from the ground surface to the bottom of the sign at a forty-five-degree angle facing the direction of flow.
(5) 
The fire sign shall state "NO PARKING FIRE ZONE."
B. 
Striping: stripe shall be four inches wide:
(1) 
All fire zones shall be striped at a width of four feet as specified by the Fire Prevention Bureau.
(2) 
The lettering "NO PARKING FIRE ZONE" shall be placed within the striped outer boundary lines of zone at a minimum of one-hundred-foot intervals.
(3) 
The lettering shall be 18 inches in height and shall be placed within the center of the fire zone.
(4) 
Paint for all lettering and striping shall be yellow in color. Striping and lettering must be reflectorized.

Any person, firm or corporation who shall violate any of the provisions of this Article shall be punishable as provided in Chapter 226, Penalties.
