No taxicab shall be operated within the Borough for the transportation of passengers for hire until a taxi owner's license shall have been issued in accordance with the provisions of this Article, nor until such owner shall have complied with all of the provisions of N.J.S.A. 48:16-1 et seq.
Each application for a taxi owner's license shall:
A. 
Be addressed to the Council.
B. 
Set forth:
(1) 
Description of the vehicle to be licensed.
(2) 
Name of the owner.
(3) 
Residence address and office address of the owner.
(4) 
Complete schedule of fares.
C. 
Have annexed thereto satisfactory evidence of good moral character of the applicant, attested in writing by two (2) residents of the Borough, if the applicant is a natural person.
D. 
Be accompanied by the license fee as provided by § 272-11.
No taxi owner's license shall be issued to any natural person unless he or she is:
A. 
At least twenty-one (21) years of age.
B. 
A citizen of the United States.
A. 
No taxi owner's license shall be issued to any corporation unless each stockholder, director, officer and manager of such corporation qualifies in all respects as an individual applicant for such license.
B. 
If, at any time during the period for which such license is issued, more than twenty-five percent (25%) of the stock of such corporation is transferred, or any new director or officer is elected or appointed, or any new manager is employed, then such new stock transferee, officer, director or manager shall meet all of the requirements of an individual application for such owner's license before such license shall continue in effect.

No taxi owner's license shall be issued until:
A. 
The applicant shall have complied with the requirements of §§ 272-6 through 272-8.
B. 
The taxicab for which the license is sought shall have been inspected and approved by the Chief Law Enforcement Officer, and his or her approval endorsed upon the application for the license.[1]

C. 
The owner shall have been fingerprinted and such prints filed at Police Headquarters.
D. 
The applicant shall have filed with the Clerk an insurance policy acceptable to the Council as to form and sufficiency, with premium prepaid, as provided in Revised Statutes of New Jersey, Title 48, Chapter 16, except that the amount of such policy shall be in the sum of at least one million dollars ($1,000,000.) against loss from liability imposed by law upon said owner for damage on account of bodily injury or death suffered by one (1) person as the result of an accident occurring by reason of the ownership, maintenance or use of such vehicle; and in the sum of at least one million dollars ($1,000,000.) against loss from liability imposed upon said owner for damage on account of bodily injury or death suffered by more than one (1) person as the result of an accident, occurring by reason of the ownership, maintenance or use of such vehicle, and in the sum of at least one million dollars ($1,000,000.) against loss from liability imposed by law upon said owner for property damage suffered by any person as the result of an accident occurring by reason of the ownership, maintenance or use of such vehicle. The Borough of Hillsdale shall be named as an additional insured on the policy of insurance. Such taxicab shall be licensed only so long as such insurance shall remain in full force and effect for the full amounts as herein provided.[2]

E. 
The application has been approved by the Council.
The taxi owner's license shall briefly describe the taxicab licensed and shall contain the motor vehicle registration number as well as the serial and motor numbers of such taxicab.

The fee for a taxi owner's license shall be as provided in Chapter 138, Fees, for each vehicle licensed under this Article.

The taxi owner's license shall at all times be openly and conspicuously exhibited in any motor vehicle licensed under the provisions of this Article.
No taxi owner's license shall be transferable.
