A. 
The Township of Weymouth intends to pursue a program to rehabilitate the lands and structures of the Township, as necessary, and it intends to seek, apply for and participate in any appropriate governmental program for funding and/or assistance.
B. 
The Township Committee will seek professional guidance in the development of any funding and/or assistance application and will also seek local input from interested citizens prior to attempting entry into any program.
C. 
The Township Committee has perceived and recognized a need for both a grantsmen and a Citizens Advisory Committee to help guide these program applications and any other applications that may come before the municipality.
D. 
Programs are and will be made available to the municipalities under appropriate statutes of the State of New Jersey and the government of the United States and under these appropriate statutes a Citizens Advisory Committee on community development and housing will be desirable and may be required.
A. 
Citizens Advisory Committee is established in the Township which will consist of seven residents of the Township who shall be appointed by the Township Committee to serve for a term of three years each. In the first year the Township Committee shall appoint seven members to serve for a one-year term, or until the first of January of the following calendar year, or whichever is the shorter period of time. At that time, up to four appointments for a three-year period shall be made. All other appointments shall be made for a one-year period. On the first day of the following January, three appointments shall be made for a three-year period and the balance of appointments shall be made for a one-year period. On the next following January 1 any and all appointments made shall be for a three-year period. Other appointments shall be made as vacancies occur, or at the expiration of any term.

B. 
In the event that a vacancy should occur, during the appointed term of any member of this Citizens Advisory Committee, whether caused by death, incapacitation, movement to a residence outside of the municipality, or removal for cause under appropriate statutes by the Township Committee, the Township Committee shall appoint an individual to fill each vacated post on this Committee for the balance of the unexpired term of membership slot so vacated.
C. 
At least one member of the Committee shall be a member of the Township Committee and at least one other member of the Committee shall be a regular member of the Planning Board.
A Grant Coordinator may be hired by the Township Committee by resolution, and this Grant Coordinator shall be an ex officio member of the Citizens Advisory Committee and shall assist them in the preparation of any reports, preapplications, application documents for grant or loan assistance and in all other areas in municipal development assistance that shall be deemed appropriate by the Citizens Advisory Committee and the Grant Coordinator.
The Citizens Advisory Committee shall meet at least once each six months and shall file a list of eligible activities for attention and action whether by municipal grant, loan or otherwise and shall deliver this report to the Township Committee within 30 days of their meeting.
