[Adopted 12-29-1980 by Ord. No. 243-80 as Ch. II, Sec. 2-13, of the 1980 Revised General Ordinances]
The position of certifying and approval officer is hereby created pursuant to N.J.S.A. 40A:5-17. The position will be filled by appointment by the Township Committee.
The duties of the certifying and approval officer shall include the making of certifications required by N.J.S.A. 40A:5-16, Subdivision b, ascertaining the existence of proper and sufficient appropriations for the payments to be made, determining that there is legal authority for the payments, evidenced by action of the Township Committee by resolution or by an agent or officers in respect to the goods or services ordered and the incurring of the expense, and further, in the event of an emergency, ascertaining that such emergent condition exists.
The certifying and approval officer shall approve only emergency payments to be made for municipal works with the limit of $1,000 and all such payments must be presented to the Township Committee at the next scheduled meeting for review and ratification.
A. 
The certifying and approval officer shall meet with the Township Committee and receive their approval prior to payment of all regularly presented bills.

The payment shall be made by check drawn on the municipality signed by the Mayor or other chief executive officer and the Municipal Clerk and countersigned by such other officer or officers as are designated by ordinance.
