The Township Committee shall hire any person, firm or agency
for a term not to extend beyond December 31 in the year in which the
person, firm or agency was so hired, and such person, firm, or agency
shall act as Animal Control Officer and whose duty it shall be to
take up at any time all dogs found by him at large within the Township
limits in violation of any of the provisions of this article.
It shall be the duty of the Animal Control Officer, upon taking
the dogs into custody, to impound and thereafter destroy or dispose
of them.
No person shall molest, obstruct or interfere with any person
appointed or designated by the Township Committee to enforce the provisions
of this article when such persons are engaged in the performance of
duties.
Any person who keeps or harbors a dog on premises occupied by
him, or permits a dog there to remain, shall be deemed the owner thereof
and liable for the observance of violation of any of the provisions
of this section.

Except as may be provided in N.J.S.A. 4:19-15.1 et seq., a violation of this article shall be punishable by the penalties as set forth in Chapter
1, General Provisions, Article
III, General Penalty.
