A. 
This law shall be known as the "Charter of the City of Gloversville."
B. 
Any gender reference hereinafter shall apply to both genders.
The citizens of the State of New York who may, from time to time, reside within the territorial limits of the City of Gloversville, as specified in this Charter or any amendment thereof, are hereby continued to be a municipal corporation in perpetuity under the name of "City of Gloversville."
The territorial limits of the City of Gloversville now existing shall continue and shall include all those lands presently depicted upon the Official City Map and maintained by the Engineer in the Department of Public Works. The City Clerk shall maintain in his office a written metes and bounds description of such territorial limits. Whenever in the future there shall be annexations of land to the city (or conveyances of land from the city), the said land shall become a part of the city upon the conclusion of the legal proceedings associated therewith, and the Official City Map, and the written metes and bounds description maintained by the City Clerk shall be amended to reflect such annexations. However, the Official Map shall take precedence with respect to any discrepancies between the Official Map and the written metes and bounds description.
The said City of Gloversville is hereby divided into six (6) wards. The ward boundaries now existing shall continue and shall include all those lands presently depicted upon the Official City Ward Map maintained by the Engineer in the Department of Public Works. The City Clerk shall maintain in his office a written description of the boundaries of the respective six wards. In the event of future changes in the ward boundaries, the Official City Ward Map and the written description shall be amended to reflect same. Any discrepancies between the ward map and the written description shall be resolved in favor of the ward map.
The City of Gloversville shall have all the powers possible for a city now to have or in the future to have under the constitution and laws of the State of New York as fully and completely as though they were specifically enumerated in this Charter.
The powers of the City of Gloversville under this Charter shall be construed liberally in favor of the City of Gloversville, and specific mention of particular powers in this Charter shall not be construed as limiting in any way the general powers as stated herein.
The official year of the city shall begin on the first day of January in each year and end on the 31st day of December.
