There is hereby established in the Township of Manchester an advisory body which shall be known as the Manchester Township Senior Advisory Council.

The Manchester Township Senior Advisory Council shall have five members who shall be appointed by the Mayor; in addition, the Mayor shall be a sixth member of the Senior Advisory Council. The term of the Mayor shall be concurrent with his/her term of office. The members appointed by the Mayor shall serve for terms of two years, commencing on January 1 of the calendar year of their appointment. Except in the case of the Mayor, vacancies on the Manchester Township Senior Advisory Council shall be filled only for the remainder of the unexpired term of such vacancy. In addition to the foregoing, the Mayor shall appoint two alternate members to serve for a term of two years, commencing on January 1st of the calendar year of the appointment. If a vacancy occurs in the position of alternate member, it shall be filled only for the remainder of the unexpired term of such vacancy.
The Manchester Township Senior Advisory Council shall be responsible for advising the Mayor and Township Council as to all matters which in any way may affect the senior residents of the Township, and with the consent of the Township Council, shall be responsible for the coordination of programs and activities which are specifically directed to the needs of senior residents. In addition, the Senior Advisory Council shall propose legislation, or other measures or programs to the Mayor or Township Council when it finds may contribute to the quality of life of the Township's senior residents.
