The Mayor shall establish, promulgate and enforce rules, regulations and ordinances for the protection and preservation of property and apparatus of the Department; for the prevention of danger from fires; for the appointment, discharge and dismissal of the officers or members of the companies; for the hearing and trial of complaints, the settlement of all disputes relative to the Department or between members of the companies, or between companies; and for the government and discipline of the Fire Department; and may impose reasonable penalties for violations thereof. The Mayor may cause a suitable number of copies of such rules, regulations and ordinances to be printed for the use of the Department. The Mayor may inquire into the cause and origin of fires occurring within the city and may issue subpoenas and take testimony in relation thereto. The Mayor may prescribe the powers and duties of the Fire Chief, Deputy Fire Chief and of the city firemen and callmen and shall have power to disband or consolidate companies, in his discretion. It shall be the duty of the firemen and callmen, subject to the rules of the Department, to promptly respond to every alarm of fire and be present and aid in the extinguishment of fires and, whenever ordered so to do by the Mayor, to aid in the suppression of all riots or riotous assemblages in the city. The Mayor may call out the Fire Department or any part thereof for inspection at such times as he may deem proper.
