No person shall, except upon written permit issued by and the payment of a fee as set forth in the current Village Fee Schedule (see Chapter 83, Fees) to the Village Clerk, post or cause to be posted showbills, handbills, posters of any printed or written notice or notices and advertisements of any kind whatsoever or attach anything whatsoever of such character to any building, tree, pump, hydrant, telegraph, telephone or electric light pole within the Village.

No person shall tear down any notice, handbill or poster lawfully posted within the Village.
Any person violating any provision of this chapter shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
