No person shall stand, sit, lounge or remain upon any sidewalk, street, municipal parking lot, lobby or entrance to any public building or any building wherein the public shall be invited to congregate in such manner as to interfere with public passage upon the sidewalk or in or about any building or cause annoyance, inconvenience or delay to persons lawfully using such hallways, buildings, streets or municipal parking lots or to refuse to move from any sidewalk, street, municipal parking lot, lobby entrance to any public building or any such building when so directed by a police officer.
Any person violating any provision of this chapter shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
