No owner of any land within the Village shall permit noxious weeds, long grass or other rank growths on real property owned by him.
For failure, upon notice by the Village Clerk of not less than 10 days, to remove any such noxious growths, the Village may cause the same to be removed and assess the expense thereof upon the land where the same is found. Such assessment, if unpaid, shall become a lien upon the property, subject to collection as a tax thereupon. The notice to remove any such noxious growths shall be delivered personally or by mailing a copy of the same, addressed to such owner, to his last known address as the same may appear upon the last Village assessment roll.

Any person violating any provision of this article shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
