No provision out of this chapter shall be deemed to be in contravention of or amendatory to the provisions of the Zoning Ordinance[1] or other ordinance of the Town of Oneonta, it being intended to make the provisions of this chapter cumulative with any other ordinance restricting or limiting the use of junkyards in the Town of Oneonta. Any applicant for a license hereunder or any operator of a junkyard shall be required to comply with the terms of this chapter as well as the terms of any other ordinance, rule or regulation of the Town of Oneonta presently in effect or which may hereafter be enacted.

Any operator of a junkyard in the Town of Oneonta shall be required to comply with any and all rules, regulations, statutes or directions of any other municipal, state or federal agency or authority. Any licensee hereunder shall permit any authorized officer or representative of the Town of Oneonta, of the State of New York or the federal government or other agency with jurisdiction over any aspect of the operation of the junkyard to enter upon the premises and make such reasonable inspection thereof as in the judgment of such officer or representative may be necessary at any reasonable hour of the day during ordinary working hours.
