Committees are organized to assist the Town Board in governing the Town. Pursuant to Town law, committees are appointed by the Supervisor annually. Committees are advisory. Committees research issues, interact with department heads as necessary and prepare recommendations to the full Town Board for final action. In general, the Supervisor is charged with executing decisions of the full Board, except when he may request the assistance of committees, or committee chairmen.
The following committees have been established by the Board:
A. 
Highway/Water/Sewer: Prepares annual paving, repair, maintenance and resurfacing plan covering roads, bridges and sewer and water infrastructure. Works with Highway Superintendent to ensure that agreement is enacted. Assists in developing budget requests and provides policy direction to the Highway Superintendent. Addresses other highway/water/sewer related issues, such as, but not limited to, reviewing and recommending budgeted equipment purchases, employee training, speed zone, sign and highway safety recommendations.
B. 
Human Resources, Public Benefit: Prepares policy recommendations on a variety of personnel issues, including job descriptions, staffing, employee holidays, benefits, discipline and grievances. Interacts with Supervisor and department heads on staffing needs, problems, salaries and related issues. In addition, this committee will review other items as appropriate for the benefit of the public health and welfare.
C. 
Facilities, Technology, Parks: Reviews Town building and space needs, repairs and improvements. Recommends repairs and building enhancements to the full Board. May review the Town's insurance needs. Reviews the Town's recreation and youth needs and makes recommendations to the Town Board for program additions, changes and improvements. Members of this Committee are the Town's liaisons to the City of Oneonta Youth Bureau.
D. 
Public Safety: Recommends Town policies, procedures and equipment purchases for public safety, including dog control, the Town Constabulary and Code Enforcement.
E. 
Town/City Relations: Liaison to the Oneonta City Common Council to address issues of mutual concern to the Town and the city.
F. 
Legislative Review: research and recommend language for changes to existing code and new Town laws.
G. 
Additional Committees: The Supervisor, in consultation with the other members of the Town Board, may establish additional committees that may be needed to assist the Town Board.
The following special liaison is created: Public Service Board. A Town Board member is appointed to attend meetings of the City Public Service Board to represent the Town's position on sewer and water issues that come before the Board that affect Town residents using city water and sewer services.
