A. 
All utilities extended to furnish permanent service to new residential buildings within a subdivision in the Town of Oneonta, whether a minor or major subdivision, must be installed underground in accordance with the related laws of New York State.
B. 
Installation.
(1) 
In the Town of Oneonta, it shall be the responsibility of the subdivider to provide for the installation of all of the major underground facilities which will be required to serve his subdivision, as determined by the Planning Board at the time of final plat approval. He shall be responsible for installing all trunk lines necessary to provide service to all of the lots in the subdivision in compliance with all of the regulations and standards specified by New York State and the Public Service Commission.
(2) 
The subdivider must submit a written statement as part of his final plat submission indicating that he agrees to pay for the cost of installing all underground trunk lines.

In all major subdivisions, the subdivider shall be required to pay, prior to final plat approval, the following:
A. 
A fee per lot, based upon a fee schedule as adopted by resolution of the Town Board from time to time, in lieu of a provision for open space and recreation areas.
B. 
Any and all reasonable costs incurred by the Town of Oneonta in connection with the subdivider's application for engineering and inspection services rendered by the Town Engineer of the Town of Oneonta or any other third party retained by the Town of Oneonta for that purpose.
